Choosing the right contractors is just as important as delivering the work itself.
Portsmouth City Council manages around 17,500 council homes across the city. As it procures a series of major maintenance contracts, independent construction expertise helps support fair, informed procurement decisions.
Supporting confident procurement
We are providing cost management services throughout the procurement programme, acting as an independent member of the Council's tender moderation panels.
The contracts cover essential services including repairs and maintenance, fire safety works, gas servicing and planned improvements. Our role is to review and score tender submissions before working with the wider moderation panel to reach a collective assessment.
Drawing on decades of construction knowledge, we assess submissions from a practical and technical perspective alongside the Council's own teams. Bringing an external perspective helps ensure decisions are consistent, transparent and based on technical merit, while giving suppliers confidence in a fair procurement process.
Working to a demanding programme means reviewing complex submissions within tight timescales while maintaining the quality and consistency of every assessment.
Building long-term relationships
The procurement programme is continuing through to late 2026, with further contracts being assessed as they are released.
Beyond supporting individual procurements, the commission demonstrates the value of independent technical expertise within public sector procurement. By combining construction expertise with an impartial approach, we are helping Portsmouth City Council appoint the right contractors to deliver essential services for residents across the city.
