Fergal Kelly

Dr Fergal Kelly is a Chartered Structural Engineer, Fellow of the Institution of Structural Engineers and expert witness with nearly three decades of experience in the design, delivery and forensic investigation of complex structural projects. With a background spanning major residential, commercial, educational and industrial developments, Fergal brings exceptional technical depth and a thoughtful, measured approach to every instruction.

Fergal has extensive experience acting as both lead expert and expert assistant on high-value disputes, including matters involving reinforced concrete, steel structures, post-tensioned slabs, transfer structures and façade-related defects. He is particularly well-regarded for his analytical capability on technically complex claims, supporting legal teams with clear, well-structured advice that stands up to scrutiny.

Alongside his expert witness work, Fergal has made significant contributions to the profession through involvement in British and European standards committees, industry guidance for bodies such as IStructE, SCI and BCSA, and the publication of numerous technical papers on structural fire engineering, sustainability, embodied carbon and structural performance. His academic background, including a PhD in Structural Engineering, underpins his rigorous, evidence-based approach.
