Pat specialises in the audit, inspection and risk evaluation of simple, complex and fire engineered premises, under both the Regulatory Reform (Fire Safety) Order 2005 (RRFSO 2005) and the Functional Requirements B1 to B5 of the Building Regulations 2010. This includes over 800 building inspections and evaluations, covering the full range of existing and new premises across the built environment.
Pat’s deep knowledge of fire safety legislation and his ability to assimilate and simplify large volumes of complex legal evidence, was demonstrated in his leading of the Service’s first successful prosecution for over 10 years, for serious offences under the RRFSO 2005. This also created a new framework for all future legal proceedings within the Fire Service.
Personable, assertive and resilient, Pat provides proportionate, accurate, evidence-led professional opinions, informed by a unique combination of advanced technical fire engineering, enforcement and operational experience. This breadth enables him to assess fire safety regulatory matters holistically, balancing legal compliance, engineering principles and real-world fireground realities, to produce clear and impartial expert evidence that will assist the court.
