The Emergency Vehicle Operations Center in San Diego is a 40-acre driver training facility for law enforcement, fire and ambulance personnel.
Opened in 2021, the site supports state-mandated training through realistic emergency response and vehicle handling exercises.
We provided driving course design services, refining the site layout to improve usability, safety and operational flow.

The Emergency Vehicle Operations Center (EVOC) in San Diego needed a training facility that could prepare emergency service drivers for the unpredictability of real incidents.

The challenge was creating a layout that could support multiple high-intensity training scenarios safely within one shared site.

Designing for complex training needs

We provided driving course design services, refining the overall site layout to improve how the different training zones work together.

The facility includes a mix of specialist areas designed to replicate urban driving conditions, emergency response scenarios and controlled manoeuvre exercises. Each space needed to function independently while still feeling part of a connected training environment.

Careful spatial planning created clear movement routes and safe separation between activities, making the site easier to operate day to day while giving trainers the flexibility to adapt exercises as needed.

Early collaboration with stakeholders also ensured operational requirements were built into the layout from the outset, reducing the need for changes later on.

By improving flow, visibility and the relationship between training zones, the layout maximises usability while supporting safe and effective learning.

Today, EVOC gives emergency personnel a place to prepare for high-pressure situations before they face them on real roads.
